WIA Title I Adult Program

Goodwill operates the Workforce Investment Act (WIA) Title I Adult programs for multiple Workforce Investment Boards in Virginia. The program is designed to provide services to assist adults in obtaining employment .

Core Services

Core services are offered to all adults, with no eligibility requirements at Virginia Workforce Centers and Satellite Offices. These services include:

  • Job search and placement assistance, including career counseling
  • Labor market information identifying job vacancies, skills necessary for occupations in demand, and relevant employment trends in the local, regional, and national economies.
  • Initial assessment of skills and needs
  • Information on available services and programs
  • Follow up services to assist in job retention

Intensive Services

Income eligible adults who are unable to find employment through core services may be eligible for intensive services. These services will include

  • Case management
  • Counseling and career planning
  • Development of individual employment plan
  • Internships/work experiences
  • Job readiness activities
  • Adult Education
  • Out of the area job search and relocation

Training Services

In cases where individuals are still not able to find jobs, they may receive training services which are directly linked to job opportunities in their local area. Training may include:

  • Occupational skills training
  • On the job training
  • Skills upgrading

Supportive Services

Supportive services may be available to eligible participants and may include:

  • Child care
  • Transporation assistance
  • Work related attire
  • Tools
  • Other services may be available based on funding

When Reva Spencer came to Goodwill in January of 2007 she was in a place in her life that she could never have foreseen. Less than 10 years before Reva was happily married to her husband Stephen, had two wonderful children, and a great job with the City of Roanoke. But her life was turned upside down when Stephen was diagnosed with Lymphoma and passed away a year later.
Not able to keep up with the demands of her job and help her daughter cope with her father’s death, Reva left her position with the City of Roanoke. Over the next few years she worked where she could, but a resume full of work experience and a lack of technical knowledge found Reva “over qualified” for the jobs where she applied. She relied heavily on family members, but knew she needed to stand on her own two feet.
In November 2006 Reva enrolled in ECPI to become a Licensed Practical Nurse (LPN). By January Reva could barely afford to put food on the table. She came to Goodwill and through the Workforce Investment Act (WIA) Title I Adult Services she received help to pay for everyday expenses enabling her to focus on school and ultimately complete her education in November 2007. Reva is now employed full time at the Veteran Affairs Medical Center in Salem in the Acute Psychiatric Unit as an LPN.
